South Africa Declares Cellphone Jamming Illegal

ICASA, the communications authority of South Africa, declared today that the jamming of cellular signal - both privately and publicly - is illegal.

The agency has established that there is 'no legitimate use' for 'mobile telephone blocking devices'.

The debate surrounding cellphone jammers is ongoing.  Jammers can be utilized by both criminals and law enforcement to control communication.

Illegal Cellphones in Prisons


Over the last few weeks, multiple stories regarding contraband cellphones in prisons have surfaced.

In Oklahoma, California, and Texas, accounts range from cellphones being smuggled in by prison guards with other illegal items, including tobacco and drugs, to that of the inmate who used a contraband phone to threaten a Texan lawmaker.

Mississippi Correctional Officer Charged with Smuggling Contraband Cellphone

A correctional officer was arrested for smuggling contraband, including an illegal cellphone and charger, into a prison in Mississippi. 

This is the second occurrence of contraband smuggling in the Hinds County Jail in recent months.  A new policy has been implemented that will subject prison employees to searches.

FCC Takes on CellPhone Jammers, but How to Enforce?


The FCC made the announcement that it will be targeting Craigslist ads in order to combat the sales of illegal cellphone jammers.  So far, the agency has targeted 23 ads and issued 6 citations

Cellphone jammers, in the hands of the general public, pose a significant risk to the general well-being of society.  Jammers can be used to interrupt emergency communication.  Although enforcement will present a resource issue, the FCC has set-up hotlines for reporting.

California to Implement Managed Access in Prisons

The Contra Costa Times has reported that the Avenal State Prison in Central California will be installing managed access technology in an attempt to block illegal cellphone calls by inmates.  

There were over 10,000 contraband cellphones confiscated in 2011, a number that continues to rise year after year.  Inmates are now using the illegal cellphones to further their criminal activity.  

The expectation is for the managed access technology to be installed throughout California's prison system over the next three years.

Contraband Cellphones Found in Enid, OK Facility


In Enid, Oklahoma, it was reported that three female jail administrators were charged with felonies, including bringing contraband cellphones into the prison where they were being housed.  Each of the three also admitted to having relationships with inmates.

The cellphones were found when a search was conducted on the 7th of September.  

The guards were undetected in their criminal activity because they cooperated with one another, corrupting cameras inside the facility and flashing lights as warnings.
